Exodus 34: Parallel (1 John 1:9 - Forgiveness vs. Clearing Guilt)

Based upon Exodus 34:5-7, it appears that God can forgive people without actually clearing them of their sins.

This could shape how we understand 1 John 1:9. Any thoughts?
